Do single board test to see the issue. If report 0,check the RI signal from the last chip. If report x asic, check the domain voltage where the chip located.
Firstly, balance the voltage domains. Alternatively, you can short-circuit the RI signal to provide a stable 1.8V and check if it reports correctly. If the voltage domains are not functioning properly, it is likely that the signals will also be affected and not function correctly.
There may be an issue with the 4th voltage domain counted from the end or that there is a missing VDD voltage domain, specifically the 15th voltage domain.
The heat sink connected to the 15th voltage domain and 1.8V LDO in 10th voltage domain is conducting.
If not conduct,jump to LDO pin 1,pin 3.
