Z11 hashboard is short-circuited to ground at 3.3V. After removing the IC (U3), inductor (L1) and capacitors (20, 22, 23, 24), the short circuit issue persists.

Check the LDO circuit. Remove C21,C13,U3 to verify. If the issue still exist, the power IC broken, test the power manage IC one by one.
